Many Hmong are actually from Vietnam anyway, so perhaps she is Vietnamese in a sense. There are actually several distinct ethnicities in the Vietnamese highlands.

Hmong is a nationality I'm not very familar with. Is there one country / location the Hmong people are (or were?) concentrated in?

The Hmong are an ethnic group that crosses borders (or, more accurately, the borders cross over them). They inhabit southeast Asia - northern Vietnam and Laos and Southern China. The term "Miao" is often considered offensive (it means "bizarre"). Today, they form the fifth largest of the 56 ethnic groups officially recognized by the People's Republic of China.

i'd think you can be vietnamese, even being a hmong, same way you can be a german, while being saxon, bavarian, prussian or thuringian.
